Latitude and Longitude Coordinates were historically represented in Degrees (°) - Minutes (') - Seconds ("). Computer computations use Decimal Degrees which has become the de facto standard.

Latitude runs north to south, longitude runs east to west. The coordinates can be positive (+) or negative (-) numbers depending on location. The coordinate system center (0°, 0°) is where the equator and Greenwich Mean Time (GMT) intersect. In North America Latitude is North (+), and Longitude is West (-).
